The Western Regional Chapter of the International Crime Free Association/Crime Free Partners was founded in 1999 as the Crime Free Managers’ Association when Officer John Start, Crime Free Program Coordinator for the Riverside Police Department, saw a need for networking within the Rental Industry in the Riverside area.
The need: To reduce the level of criminal activity in apartment communities. |

There were a lot of managers in apartment communities who could not afford to attend, or be members of, the California Apartment Association (A strong supporter of the Crime Free Multi-Housing Program) or the local Chapter of the California Apartment Association AAGIE (Apartment Association Greater Inland Empire). Also, a Strong supporter of the Crime Free Multi-Housing Program.
The networking system was needed to address the issue of criminals moving from one location to another within the City of Riverside invading decent communities and continuing their criminal activity. Carrie Madrid, too, saw the need for networking and stepped forward to build an association of managers to help reduce this migration of criminal activity within the city and forcing it out of the city.
In January of 2008 Officer John Start retired from the Riverside Police Department. Carrie Madrid stepped down as President of the Crime Free Managers’ Association and the Association voted Retired Police Officer John Start in as President.
President John Start and Carrie Madrid pulled the Board of Directors together. The Board decided to expand the association to all the Crime Free Programs then expanded the Board of Directors. They changed their name to the Crime Free Partners’ Association then joined forces with the International Crime Free Association becoming the Western Regional Chapter of the International Crime Free Association. The Board of Directors expansion included business members.
The purpose of the Western Regional Chapter of the International Crime Free Association/Crime Free Partners is to promote networking and increase the education for all those involved with all the Crime Free Programs. To help promote the Crime Free Philosophy and to support all members as they take the right steps to live a safer more proactive life style. |
